In Croatia, a government working group (with the participation of social partners) has been established to develop regulations adapting national law to the EU Platform Work Directive. The government’s specific proposals are not yet publicly known. Croatia is one of the first European Union countries to attempt to regulate this issue through a dedicated law, as early as 2023. The new regulations will most likely be introduced as an amendment to the existing law.
There is a significant risk that the implementation of the Directive in Croatia will not change much. Currently, the situation of people working for platforms is very similar to that in Poland: employment through Fleet Partners predominates. As described by the international organization Business & Human Rights Resource Centre, it is common practice, among other things, to sign contracts with employees for just two hours of work per week.
