In late July, the first-ever elections for representatives to the Glovo Platform’s works council were held in the Spanish province of Bizkaia. The ELA trade union won the elections, winning 11 of the 13 seats. The CCOO union won the remaining two seats. The unions emphasize that the establishment of a works council is a significant step, achieved despite repeated attempts by the Platform to block the process (through appeals and various legal loopholes).
Works councils operating in Spain are elected by companies employing at least 50 people. Their primary goal is to defend the interests of employees and represent employees in relations with management or the owner.
Works councils conduct collective bargaining, monitor working conditions, and monitor compliance with occupational health and safety regulations. They also have the right to information and consultation on matters concerning the company, its management, and its financial condition. They can also initiate industrial action.
Trade unions point out that in the case of platforms (such as Glovo), the establishment of a works council shifts relations from the individual supplier level to the collective level – providing a real tool for fighting for stable wages, paid breaks, and predictable schedules.
