The International Labour Organization (ILO) has published a report by Dr. Luciana Zorzoli titled “How States Regulate Work on Digital Platforms: An Assessment of Regulatory Approaches in Latin America.” The report analyzes and compares legislation enacted in Chile, Uruguay, Mexico, Colombia, and Argentina concerning platform-based work (covering both the delivery and ride-hailing sectors).
Upon entering these markets, the platforms acted just as they have in any other country—exploiting administrative inaction and swaying public opinion with rhetoric centered on “modernity” and “flexibility.”
Currently, all these countries are attempting to establish legal standards for the sector. However, the new legislation largely disregards labor rights, effectively cementing the rules originally set by the platforms themselves.
