The European Commission announced yesterday [02.06.2025] a decision to impose a fine on the Glovo Platform and Delivery Hero for cartel conspiracy and the exchange of trade secrets. Glovo is currently wholly owned by Delivery Hero, but the fine relates to the years preceding the acquisition of a controlling stake in 2022. The fine amounts to 329 million euros, and is rather the result of a settlement than an actual penalty. Both companies admitted to participating in the cartel and agreed to this settlement, thanks to which the penalty was reduced by 10%. Delivery Hero will pay 223 million euros in fines, and Glovo 106 million euros.
The European Commission found that both companies violated competition rules for four years. Delivery Hero used its small shareholding in Glovo to coordinate joint activities on the delivery market. The two companies agreed not to poach each other’s employees and exchange confidential commercial information. The Commission also found that the companies agreed on the locations where each of them would operate. According to the European Commission, such a cartel restricts choice and increases prices for consumers.
The decision is the result of a long investigation, which included searches of Delivery Hero and Glovo premises in June 2022 and November 2023.
